I am a family physician who wants the world to be more healthy. I have worked for decades to improve the health of our communities through the innovative use of technology, and the promotion of benevolence in business. I am currently CEO of Alliance For Better Health, a New York DSRIP care transformation initiative, Chief Health Officer of Health Coda, and co-founder of RS Partners, a health IT consulting and investing firm.
I previously served as the Deputy National Coordinator for Health Information Technology at the US Department of Health and Human Services. In my three years at HHS, I was responsible for the policies and programs designed to improve health through the development and implementation of safer, more resilient, reliable, usable, helpful and interoperable information technology.
I have more than 20 years of experience in health information technology with a special interest in user experience, clinical decision support and information portability. I served as the CMIO Allscripts, of one of the nation’s largest health IT developers, and was Associate Dean for Biomedical Informatics at Albany Medical College where I continue to teach on an adjunct basis. I co-founded four successful health IT start-up companies, and have held Directorships on boards of both nonprofits and private companies. I have also held leadership roles in the American Medical Informatics Association and the New York State Academy of Family Physicians. My interests include organizational leadership and culture, shared clinical decision-making and evidence-based management of common outpatient conditions.

I am at Alliance because I believe in health equity and distributive justice for all. In my role as COO, I aim to align strategy and operations to ensure the right people are working on the right projects to achieve Alliance’s mission and goals. I also believe our organization’s success relies on fostering a creative, thoughtful, and meaningful work environment. I have worked in upstate New York for almost 15 years in program management, development and fundraising, and operational re-organization initiatives in health care, education and the arts. I am also an Adjunct Professor in the Bioethics and MBA programs at Clarkson University’s Capital Region Campus. Prior to my time in upstate New York, I lived and worked in health care and IT in the Boston and in Washington DC. I received a Master of Public Health from West Virginia University and a Bachelor of Arts in philosophy from Haverford College. Currently, I am the Governance Chair of the Hudson Headwaters Health Foundation and have served on that board since 2013. Prior board experience includes Saratoga Independent School, Saratoga Arts Fest and the Saratoga Performing Arts Center Action Council. I live in Saratoga Springs in the wintertime and spend my summers on Lake George, near Bolton Landing.

I am here because I believe the transition to a value-based payment world is integral to the success of our healthcare system. In my role, I am the lead on all finance-related activities, including fiscal stewardship, budget, and value-based payment. I work with a multi-disciplinary team to create strategic and innovative funds flow models that support our communities, while readying our partners for a value-based world.
Prior to joining Alliance, I served as the CFO for the Albany Medical Center PPS, now known as Better Health for Northeast NY. In that role, I lead the PPS’ fiscal and value-based payment initiatives. I have also held various financial and operational roles in a large multi-specialty physician practice, insurance brokerage firm, and a worker’s compensation association.
I spend my free time with my family in the Adirondacks as much as possible.

Here’s my Why: As a nurse, my main purpose will always be to make sure that patients get the best care possible, at the least cost, and the most efficient effort from each caregiver and service provider. My role as Chief Health Information Officer at Alliance allows me to use my combination of clinical and IT experience to achieve this goal within the public health sector.
My past experience includes over 20 years’ in healthcare as a nurse, including cardiac critical care; electrophysiology; information systems/technology and business systems of hospitals. I have initiated and led hospitals to implement and make efficient use of electronic health records (EHR’s) as well as meet Meaningful Use. I’m a member of the Health Information Management & Systems Society (HIMSS), where I helped to guide the national direction of Nursing/Clinical Informatics. I continue this effort as a member of the College for Healthcare Information Management Executives (CHIME). As a Board member representative at HIXNY, I bring the voice of DSRIP and pop health to the table.
I am the daughter of a single mom, who used government systems when they were needed.
I am wife to a native Albanian, Barry Koblenz. You may have had your ears pierced by my father-in-law, Chic Koblenz, at Orange Blossom Jewelers, back in the day…..
And I am a Mom to 2 adopted and spoiled dogs.

I joined Alliance for Better Health to be part of a team that is driving change in the care delivery model. We focus not only on transactional improvements, but also on building sustainable healthcare processes that will continue to improve the lives of so many in our local communities; I am proud to be part of such a passionate team. I lead the analytics and solutions team that assess current state and deploy solutions to carry our partners and their members to an improved future state delivery model. We utilize data to understand what areas need the most focus and from that information bring to market disruptive solutions that make the biggest impact on the delivery of care for the members we serve. Prior to joining Alliance, I worked in the healthcare technology sector for over 25 years, for both large and early stage start-up organizations, bringing to market various data and analytics solutions focused on improving outcomes, reducing cost and improving patient satisfaction; yes, the Triple Aim! I am very active in the care of disabled family members, so the cause is a very real part of my life. I live in Saratoga Springs with my husband, 3 children and our dog and enjoy all the area has to offer!
